The $18 Million Daily Crisis Nobody’s Talking About
Cargo theft now costs the trucking industry $18 million every day — funding organized crime and hitting consumers at the register. ATA President Chris Spear says it’s a national crisis hiding in plain sight.

$18 million. That’s how much cargo theft costs the trucking industry every single day.
Annually? $35 billion vanishing into criminals’ pockets.
And guess what? You’re paying for it at the register.
The New Face of Theft
Forget masked bandits hijacking trucks at rest stops. That still happens — but it’s not the real story anymore.
The real story is strategic theft.
Sophisticated criminals are using cyber tactics to impersonate legitimate carriers, intercept shipments, and vanish. According to testimony from ATA President Chris Spear, this high-tech approach has surged 1,500% since 2021.
Small Businesses Under Siege
Here’s what makes this personal: 90% of trucking fleets are small businesses running ten trucks or fewer.
They’re not corporations with cybersecurity teams.
They’re families.
Now they’re in an arms race against international crime rings with resources that dwarf their own.
It’s Bigger Than Trucks
Spear shared a chilling example.
An ATA member in Memphis had refrigerators stolen in St. Louis. Local police filed a report and moved on.
Months later, the ATF found those refrigerators during a raid — being stuffed with drug money headed to a Mexican cartel.
Cargo theft doesn’t just steal goods.
It funds organized crime.
It’s a national security issue hiding in plain sight.
The Path Forward
ATA is pushing for the Combating Organized Retail Crime Act (CORCA) — legislation that would centralize data, coordinate enforcement, and give authorities real tools to fight back.
As Spear put it:
"“The theft of cargo is a nationwide problem, and it requires a national solution.”
The criminals are organized.
It’s time we were too.
